If you go for the first option of trying to throw your opp's leg over BUT he keeps his weight back on his heels you can transition to a different sweep.
1. Straighten your leg out and simultaneously drag your opps arm back across his body
2. Roll your hips over flat to the ground and get to your knees
3. Grab the outside of your opp's far knee (or grab his gi pants )
4. Drive your opp forward and circle around to side mount
